On a certain island...

It had been quite some time since Mr. Halloween had made a rest stop to deal with a few clients of his. They were already prepared to deal with him as he had made his way onto the island to collect his dues. A small army of men had noticed his arrival on a small boat that looked like a coffin of sorts. No...was he riding on a single coffin? A most bizarre thing. The cloaked man with the silly-looking mask stepped out with a gleeful expression until he noticed all of the guns that were all drawn on him! However, as the man all displayed a look of fear onto their faces, Mr. Halloween could only scratch his head as to why thy were all turning on him.

"Um, excuse me. But I believe I had handed you a few bodies to use as meat shields. But the debt was never payed. I've simply come to collect." He spoke in a soft but matter o fact tone. The men seemed to have all their guns cocked and pointed right towards his head as he raised his hands up as if to surrender.

"No way! We already figured out you're identity and how you're known to screw people out of a deal. They had the same dead people on their side too!" A look of intense panic was set in as Halloween decided to slowly move closer with his hands still up in the air. A look of confidence could be seen on the mask that he wore, not caring about the amounts of weapons the others had. The tall man was known for his deceitful ways of playing both sides during a fight.

"Seems bizarre. I would never do such a thing. And well, frankly, you were supposed to deliver a small tribute even if you failed to win your territory back. I can't let you walk away from that. Makes me look bad. You all get one chance, before I have to get messy.

The group of mafia folk seemed to show a small sign of hesitation before their leader signaled them to all start opening fire at the man, who was far too fast for them to even hit. With a few simple steps, Mr. Halloween had made their way towards their leader, grabbing him and holding him as a hostage before one of his hands moved towards his right arm. The leader seemed to show small signs of pain as the cloaked man began slowly squeezing his arm from the lightest touch. The other men seemed to stand down as Mr. Halloween started to speak in a harsher tone.

"Ya know, I didn't even want any money per say! I was just looking a for a certain pirate who might be in the Grand Line at this point...! It could've been easy, but now you have to make this worse on you."

Now deciding to simply twist his arm until a sudden 'pop' was heard caused all the men for him to beg not to kill him as Halloween merely looked on with coldness that could be seen on his expression that he showed. He didn't seem for much in the mood to play games today. He then proceeded to casually toss him to the ground as he began to crack his knuckles and comically started pulling his sleeves as if to start boxing against the men.

"Alright. If he won't walk, I suppose I'll have to start getting it outta somebody here. Whatever makes them croak!"

Mr. Halloween, a man known for shady business. And a bunch of criminals that attempted to make use of his business. In the distance, a Marine Vice Admiral's cloak was fluttering in the billowing winds. The man wearing the cloak was seen standing on a rock that was a bit higher up inland, looking down onto the shores of the island. His arms were folded across his chest, as they often were, and one of his eyes was glaring down at the scuffle. His other eye was covered by an eye-patch, a pirate-esque feature, though the man was definitely no such thing. His cloak would not be a dead giveaway, for it was noticeably customized, but any note-worthy pirate would definitely know who this man was. ‘’Fire Demon’’ Leo, ''Marine Vice Admiral'' Leo. Leonard Burns.

Stupid criminals. They never learn their lessons.

At least they're all together so I can arrest them all at once.


Leo said, bending his knees just a little and jumping off. Just as Mr. Halloween was about ready to start boxing with the other chumps, everyone would feel the temperature rise up quickly. Then, two trails of raging fire curved around them and past them, before joining up behind them and catching everyone inside a ring of fire. The fire then suddenly rose up into a wall of fire. Leo walked through the wall of fire, wisps and embers of flame on his arms, shoulders and back. His eye-patch was set ablaze as well. Glaring at Mr. Halloween and the rest of the criminals, Leo spoke.

Look who it is. A bunch of scoundrels. You're under arrest.

Leo said, still standing cross-armed.

As Mr. Halloween began to roll up his sleeves in a boxing form, it felt hot in the air for whatever reason. His cloak didn't exactly help as sweat seemed to form inside of it as he started to huff heavily. As he was about to ask why everything was suddenly so hot, columns of literal flames seemed to form around the man and rest of the criminals that had gathered around the area. A wall of flame seemed to appear before a man literally walked through them without any injury. An eyepatch...? A pirate is what Mr. Halloween has first thought. Until he told them that they were under arrest. This simply shocked Halloween as he raised an eyebrow. Although he was a Vice-Admiral, he wasn't actually a decent enough person to have a good memory with as he casually started whispering to the man who's arm he just broke. Weirdly, the man seemed to respond...

"Umm, who's the guy with the eyepatch? Is he part of the Marines?"
"W-What? You don't know him!? That's him. The 'Fire-Demon' Leo. He's a Vice-Admiral!"
"Yikes. What's a dude like him doing here?"


In his head, Halloween decided it would be best to improvise his situation. Placing his foot onto the criminal's back as his hands were now on his hips, as he raised his head high and started laughing. It was posed as he himself had just caught the criminals, making himself look like a deal had not gone wrong but had simply captured their leader. As it was getting hotter inside his cloak, the sweat was now for another reason. To keep his composure. A rather foolish plan.

"Hahahahaha! Yes! You fools ARE under arrest. Sorry if I softened them up for you, Vice-Admiral-san! But they shall do not more harm in these parts. You don't have to keep me in this wall of fire...you can just let me go...right?"

A look of nervousness was shown across his mask as he smiled to peer towards the intense man while trying to see if he could find a way out. Jumping...not a bad idea. The man didn't exactly have any proof that he was a criminal. He should just left before things get messy. That...or he'd have a serious fight on his hands.

Leo raised an eyebrow, instinctively finding that odd, though he had no proof or explicit reason to doubt the man. However, Leo was far too experienced a Marine to just take whatever a stranger said as truth. Uncrossing his arms and letting them hang down beside his body, Leo clenched his fists, and the fire that surrounded everyone started to rage more ferociously. An intimidation factor. However, that was not all. With that display of intimidation, Leo also unleashed a wave of Hao-shoku no Haki. He did not attempt to overwhelm anyone to the point where they would faint, but simply to intimidate and scare them.

That was when he asked.

So, is that true? Are you guys the criminals and he came here to arrest you?

Leo asked glaringly. Between the intimidation factors, as well as the fact that the others had no reason to back up Mr. Halloween if he was just trying to use them to save himself, Leo figured they'd rat him out instantly.

As Halloween attempted to reason with the Marine as sweat comically seemed to drip down off of his body due to the heat, the fire that surrounded them seemed to be burning more heavily. A wave of Conqueror's Haki surrounded all of them as the men that Halloween was torturing simply quivered in fear as they suddenly dropped their guns and surrendered with their hands up as he asked them a simple question. The leader of the criminals seemed quite scared as he started to mouth off, much to the dismay of the one who's foot was now on top of his back...

"H-He's lying! It's true we tried to buy into his services! He claimed he could give us a small group of men to kill a rival of ours. They were on our turf of land trying to sell alcohol. The men he gave us weren't normal. Bullets nor swords could kill them...! But he then charged us a ridiculous amount of interest because they still fell apart--"

In a split second, a cracking sound would be heard as Halloween had applied pressure into his foot in order to heavily injure the man's back. Despite Leo's Conqueror's having affected the rest of the gang, Halloween seemed to show that his sweat had stopped as a brief look of anger could be seen with the mask that he wore across from his face. A simple smile replaced it as he tried picking up the man by his collar as he started to scream out in pain due to his injuries...!

"Shut up! You idiots were supposed to bring them back unharmed. Never even gave me what I wanted. I LOATHE that in any client tat doesn't give me what I want."

Halloween then turned his attention towards the Vice-Admiral with a pleasant smile that hid his violent nature as the men stood in fear of both of them. He seemed to place a hand on his face as he sighed while exhaling.

"I apologize. Truth is, I've been looking for a certain pirate that's been escaping my grasp and these men claimed that they knew where they currently were or at least headed. Stupid mistake on my part. Why don't we just forget this ever happened and I can be on my way of...um...torturing...? Oh. And don't worry about that part of the men. Silence is golden where I come from. Let's let bygones be bygones. Perhaps you can light some cigarettes for us to shoot the mood."

A look of exaggerated shock spread. His last mistake for not shuting his damn mouth!

Leo's use of Hao-shoku no Haki, coupled with intimidation, allowed him to get information out of the weaklings. A mercenary that lends his men to help kill. That seemed to be the nature of the man in front of Leo. He silenced the one who was ratting him out, and then addressed Leo, asking to let bygones by bygones. Unfortunately for the man, Leo was a man of Absolute Justice. Even though the man claimed that he was out looking for a pirate, Leo could not look past everything else that the man was doing. He admitted to torturing. He admitted to having lent these men his own men to help kill others. And he even hinted that he would kill these men to keep them silent. All of that, together, was enough for Leo. With the wall of fire still raging all around them, Leo spoke.

Sorry, but you're not going anywhere.

Leo said, and as soon as he said those words, the wall of fire that was surrounding them suddenly started to move. In a matter of seconds, it was spinning rapidly and rising into a vortex, a fiery inferno that closed in on everybody, aiming to burn everyone down. Leo, naturally, stood inside the fiery inferno unhindered.

  • Fire Vortex:


Leo spawns a massive, spinning vortex of fire around himself, burning anyone and anything that comes near him. This can be used as a defensive technique in some cases. Alternatively, he can take control of fire in the area and form a vortex of fire around the target, instead of spawning it around himself. Rank B.
