True Power
- True Power is what the flow of electricity is called when it is converted into mechanical energy (electromechanical energy).
- The definition of mechanical energy is power that an object gets from its position and motion.
- Subatomic particles gain power when in certain positions combined with certain motions. This is called Energy Displacement of Subatomic Particles.
- An electromechanical energy conversion device is a device that converts electrical energy into mechanical energy or, mechanical energy into electrical energy. ... DC, induction, and synchronous machines are used extensively for electromechanical energy conversion.

In other words, Haki is a Power System based on the use of electromotive force OR the ability to perform work for lack of better words.

Evidence #1: The Mink Tribe creates an electrical discharge by combining their bodies with the Earth. They call it Electro (short for Electromotive Force).
Evidence #2: All lifeforms have biochemical processes that allow them to create electrical charges within their bodies.
Evidence #3: The main character's power is rubber -- rubber is an insulator and provides resistance to all forms of electrical discharge as well as protection against physical attacks, except physical attacks that may cut him.
Evidence #4: Whenever you see Haki being used, it has a lightning shape when it is being released (especially when stronger attacks are used).
Evidence #5: They refer to the use of Haki as "Allowing the Haki to Flow through your body and into the objects surrounding you." In other words, it draws parallels between the flow of Haki and the flow of electricity.
Evidence #6: The flow of electricity is the flow of electrons which are present in anything containing atoms.
Evidence #7: The Advanced Haki that Rayleigh displayed was the demonstration of repulsion in magnetism. By releasing electrons from his body, he was able to create a charged repulsion blast. It is similar to the principles used in Ironman's Repulsion Beams.

Note: A repulsor is a form in which a high density muon beam can be projected, as a powerful blast of concussive energy called repulsor blasts. Repulsor blasts may be directed by magnets and focused by electrostatic lenses, although they may also be self-focusing.

Note: The muon (/ˈmjuːɒn/; from the Greek letter mu (μ) used to represent it) is an elementary particle similar to the electron, with an electric charge of −1 e and a spin of 1/2, but with a much greater mass. It is classified as a lepton. As with other leptons, the muon is not known to have any sub-structure – that is, it is not thought to be composed of any simpler particles.

Note: What people refer to as Ryuo is also called Flowing Cherry Blossom Petals. That may refer to Valence electrical quantities because it is a discharge of energy that can penetrate into the core of other atoms by causing the electrons in them to become displaced thereby causing internal damage to whatever those atoms comprise (perhaps a person!)

valence. [ vā′ləns ] A whole number that represents the ability of an atom or a group of atoms to combine with other atoms or groups of atoms. The valence is determined by the number of electrons that an atom can lose, add, or share.
