Knowing Crocodile, I wouldn't be surprised if he intentionally put Buggy as the "face" of the group.
This makes Buggy the primary target for the marines, while Croco-Mihawk can mind their own business.

And Mihawk being known as the "marine hunter", while Zoro being known as the "pirate hunter" is pretty sweet.

Also regarding cross guild, if you think about it since they figured Buggy is the leader. We can safely swap his and crocs bounties for their 'actual' bounty.

Still don't know there motives. WG gives out more to those who actively oppose them. If this guild targets marine officers I can totally see why they warranted such an amount.

Buggy is a Yonkou and Mihawk is WSM who fought equal with a Yonkou in the past. On top of this Cross Guild isn't just an alliance of a Yonkou, but also directly attacking the Marine with their own bounty system.

Thus these high bounties are reasonable as already stated by @QuickZilver708

I am totally hyped to see the Interactions between Crocodile, Mihawk and Buggy.

Maybe we will also learn about Weevil whereabouts or maybe it will come next chapter with some Sabo stuff.

I really hope 1059 will become another world biilding chapter.
