I think Luffy just wanted to prioritize Vegapunk's safety over beating Kizaru.
That means he must keep Kizaru as far away as possible from Vegapunk.
If Luffy chose to fight right there at that moment, he could endanger Vegapunk as well as his crew.

I can't blame Luffy too much because fighting Kizaru is absolutely tricky. That's why I love this clash.
The moment he grabbed Vegapunk, I'd argue there was no right or wrong solution.
Luffy could've smacked Kizaru around in that area, but at the same time Kizaru could just fire his laser at Vegapunk.
So Luffy chose to throw Kizaru away, but Kizaru's abilities would just let him do what he did in this chapter.

I think the title Luffy vs Kizaru is a bit disingenuous since this is more like a skirmish rather than a fight. Neither of their goals are necessarily to defeat the other. Luffy is trying to make sure Vegapunk escapes and Kizaru is trying to kill vega. Rather than attacking they're just using moves to displace/distract their opponent to prevent them from accomplishing their goals. Still a fire chapter though and Kizaru has not disappointed me.

I was surprised how well Kizaru kept up with g5 Luffy though, seems the Admirals are quite close to Yonkou level.
