I highly doubt Garp, this would be weird.

Spandine would be cool, but I start to tend that it was Sakazuki. I mean Kuma just faced Fleetadmiral Sakazuki and it was Admiral Sakazuki who took Bonney from Teach thus it would make Sense that it was Viceadmiral Sakazuki who kidnapped Ginny.
