You could argue Dorry/Broggy's bounty was so low cause they spent a hundred years out of sight in an island. If they'd have wreaked havoc for a hundred years, that number would easily be in a billion. But I think the best explanation is that there is no rhyme or reason to bounties!

For the earlier stuff, I firmly believe you can also add the simple fact that no one can plan so far in advance. Even with Oda who most likely has a very rough draft of everything that goes on. I'm sure that at some point Croco was going to be a minor character who he fleshed out later as it became more and more prominent his manga wasn't going to be axed in the near future. Especially during the Arabasta arc OP wasn't the mega-hit it is today.


In hindsight it makes that bounty mega-low but if you look at it from the other perspective it makes sense.

The same applies probably for Dorry and Broggy.
