My idea is, in the island i am currently rping,there are 2 rival groups, i wanna learn reason for the rivalry and make both of them join my fleet as allies (not travel with me but but just allies).you could go with how the Straw Hats wanting a Cook;
- Baratie for Sanji;
- Straw Hats arrived to Baratie and ended up having ordering "one of everything" then have Luffy pay for it by cleaning dishes and the build up of Sanji and Zeff
- Don Krieg was the villain of the arc iirc been a while since i read Baratie but the live action is coming to mind

However, as you noted, they can’t leave the island except for a special circumstance (like a non-canon BG or an event).
