That Smoker is like what Garp was to Roger, that is very evident. Unlike other characters that are subject to a narrative, ie the narrative happens to them, Smoker purposefully inserts himself into the narrative without it happening “to him”. Why? For the sole purpose of pursuing Luffy. Smoker is written to have his progress following in lockstep with Luffy’s own journey.
Smoker also shares Garp disregard for rules, as both go out of their way to get ahead in their pursuit of their respective protagonist, Luffy and Roger.
If one buys into the very clear premise that there is a clear Garp/Roger dynamic between Luffy and Smoker, then it begs the question whether Oda at least symbolically also has a “Sengoku” and “Tsuru” of this generation
Garp, Tsuru and Sengoku were the marine legends back in the day, so what if Oda Is building on this dynamic in the present?
If we look at Vergo who Oda decided to have panel time with Sengoku, there is clearly an instant where Sengoku senses the potential in Vergo (using CoO same as Coby did to sense Kyros strength) and I would venture to say he got invested in Vergo as a marine asset in the New World and decided to take him under his wings
Even if we look at Vergo’s most destructive attacks they are showcased with accompanying shockwaves
(The shockwave blew apart the railing system that otherwise took physical attacks to make a dent on)
Which would be similar to how Sengoku has a devil fruit that creates shockwaves.
Symbolically this would be a very apt comparison between the two, as Vergo commands a strong military role in the New World and Oda places a lot of emphasis on the power of Vergo’s shockwave for no apparent reason other than show “he’s bad-ass”.
If one thinks about the dynamic where Vergo trumped Smoker using superior haki, Sengoku might have at one point been stronger than Garp owing to his overpowered devil fruit but Garp at some point surpassed Sengoku with better haki. Analogous but in an inverse sense, if Vergo is Smoker’s Sengoku, Smoker would need to improve his fruit in order to surpass Vergo’s haki. Vergo himself attributed Smoker’s loss to his lack of “skills” (viz chapter 690).
Smoker will need to improve his overall fighting skill and use of his devil fruit in order to overcome Vergo/Sengoku and this is some type of improved awakening
