The Underworld
The Underworld is the whole system of connections, smuggling, and shady dealings which eludes the World Government's control. The Underworld could be compared to a crime syndicate of tremendous scale, essentially gathering the most influential figures of the world (such as the Four Emperors, Seven Warlords of the Sea, World Nobles, and Super Rookies), though any individual partaking in its activities usually acts autonomously and for their own benefit. Above all, the Underworld is based on a principle of absolute secrecy, and all connections are shrouded in mystery. Ironically, this is mostly so as to avoid to catch the Marines' attention, since some agreements are sometimes common knowledge around the Underworld. Due to the Underworld being highly secretive, it allows the existence of illegal, or morally reprehensible activities, such as slave trading, weapons smuggling and goods dealing. It is also very active regarding mercenaryism and hitmen for hire. The most influential figures of the Underworld are the Emperors of the Underworld, who are often the leaders in their specific activities. Ironically, even though the Underworld exists to hide away from the World Government, the World Government itself also sometimes partakes in the Underworld's shady activities. This is usually done through one of the Cipher Pols.

The above figures connected to the Underworld can appear on any island and be part of any story (remember as a host to register the use of a NPC here), as they are unpredictable, mysterious and their true actions and goals are often unknown.

If your character is part of the Underworld, the payment system that you follow is not based on a salary (like Marines, etc.), nor is it based on conquered territory (like pirates, etc.).

Instead, you get your money through your shady dealings. The shadier, more dangerous, more influential and more widescale that your dealings are, the more income is generated. Examples:

- Set up a smuggling operation for normal weapons (swords, axes, guns, cannons, etc.) to a non-WF affiliated organization for 70% of the weekly pay a pirate crew would receive for the island.

- Set up a smuggling operation for high level weapons (warships, warship weapons, etc.) (Requires an available NPC with 81 science, robotics or blacksmithing) to a non-WF affiliated organization for 100% of the weekly pay a pirate crew would receive for the island.

- Successfully executing a hit on a notable world figure (level 80+) results in 150,000,000 weekly Beri.

- Successfully executing a hit on a hugely important world figure (level 95+, Admirals, Gorosei, World Nobles, etc.) results in a 600,000,000 weekly Beri.

- Destroying, usurping or subjugating a Kingdom that is under the wing of the World Government results in 60% of the one time rewards as weekly Beri.

- Operating a slave trading house results in 100% of weekly pay a pirate crew would receive for the island, but risks being taken down by the World Government, etc..

Other activities can be added.

Note, these activities need to be completed IC on islands, and only one activity per island. So you can't go to a WG-related Kingdom, usurp it, open a slave trading house there, and start smuggling weapons through the Kingdom, and pick up all 4 of the awards.

Underworld Free NPCs:
  • 20-39: 1 named NPC that is 70% their level, the ability to use one mind substat for free.
  • 40-59: 1 extra named NPC that is 70% their level, the ability to use one mind substat for free.
  • 60-79: 1 extra named NPC that is 70% their level, the ability to use one mind substat for free.
  • 80+: 2 extra named NPC that is level 60.
