In the movie Gold, Lucci asks Akainu for 10 battleships, Akainu thinks it is an outrageous request, Lucci however pressures Akainu into giving it to him
Later we see Lucci appears with 10 battleships and only 10 battleships.
This entails the following
(1) Lucci didn’t want any of his own World Government ships, clearly they are an inferior stock to the Marine warships.
(2) Lucci doesn’t have command over any marine warship himself, otherwise he could’ve used this as bargaining power. Say if he.l had 3 warships himself he would’ve only needed to ask for 7 warships, not 10.
Ultimately Lucci doesn’t have military authority over a single Buster Call warship. Ultimately the Gorosei can decide whether or not one is worthy to command a warship, so Lucci shouldn’t have a problem to go ask Gorosei and ask “can I have command over a marine warship wheneve I want?” but the Gorosei would just flat out say no. Why?

Now think about this. The Buster Call ones are clearly the supreme ones and those are what we understood to be the warships referred to in the series everytime word “warship”’is mentioned. Now Oda feels the need to clarify there are different sizes
Then this means Buster Call warships are indeed very rare. Logically you would send the least amount of the most expensive product, then more of the second less expensive one, more of the third one and so on
“Of all sizes” means there is a minimum of 3 different sizes of ships that can exist which means the absolute ceiling for Buster Call ships sent to Egghead can’t be more than 32
32 + 33 + 35 = 100
Biggest warships + (second biggest warship) + (third biggest warship) = 100 warships “of all sizes”
Then again there being only 3 sizes is probably not the case , it sounds like there are a lot more “sizes”
This makes the case for the fact that Buster Call warships are indeed very rare, yet so far we’ve seen Smoker command a warship but Oda never felt the need to clarify that it is a “smaller” warship. As such Smoker commands a warship that we know of as a Buster call warship

Every marine base commander, whether in marine HQ and New World Navy branches should have command over a warship.We’ve seen Momonga on a warship and we can just assume this is also a Buster Call warship seeing that Oda doesn’t clarify anything different
Momonga as base commander should have command over a warship , that’s why base commanders are more special than vice admirals that aren’t base commanders.
Base commander vice admiral > standard vice admiral
You can have one standard vice admiral ordering another but they are ultimately subjects to a Base Commander vice admiral
Tthat Momonga can command a warship puts him above Rob Lucci who doesn’t have that authority.
The Lucci doesn’t go to Gorosei and ask for authority to have command over a marine warship is because they are a rare commodity only given to the strongest people so the Gorosei would just flat out reject him.
We can say from this that Momonga > Lucci
Vergo commands six warships —> so…
Vergo > Momonga
(In fact any unit leader of G-5 commands a warships, but they all answer to Vergo)
This is a very simple and straightforward way of viewing powerlevels because the Gorosei are the final arbiters and they delegate resources to the ones they deem most fit.
The Gorosei believes
Vergo = six warships
Momonga = 1 warship
Rob Lucci = 0 warships
There are probably less than 50 Buster call warships in circulation, so this is why it is not a resource you can just easily pass around. Why do you think Akainu called Lucci out for being absurd when he made the request for 10 battleships. Way less than 32 Buster call warships are currently on their way to Egghead.
This all perfectly summarises a way of viewing powerscaling of marines and WG personnel made easy because if you read correctly you understand that military authority is related to your competence and powerlevel (not to be confused with Spandam or Celestial dragons that wield political influence as opposed to Vergo, Lucci and Momonga that are judged not by virtue of their political power but military competence and powerlevel).
Admirals can order a Buster Call. However this is a resource given to them because they protect celestial dragons and this is the ultimate protective resource. As such I doubt they can call for six warships just casually
Let’s remember Vergo doesn’t need to listen to Marine HQ (G-5 is a separate entity) and he commands six warships + a minimum of 12 marine officers (two in each unit) while a admiral is always subject to the demands and wishes of the fleet admiral , as even if they command a Buster Call a fleet admiral can always revoke or change the order
