I think the statement in OP ist meant to generalized. I think its either Mafia or Cult, doubt 10 player would have both.

As Odd pointed out: Special Mechanics also states faction kills of mafia nor culting of cult cost CP. Thus burning CPs actually only helps cause they could still make their move even if all of their CPs burned. Town need night actions to gather infos thus votes should be placed advisely since...

As quoted you I said "switch once" not "Vote once". You cannot switch your Vote without casting a Vote before. Thus switching = voting 2 times and thus this statement is completly as everyone else besides you understood.
