Ned's personality can be summed up as the hardworking lazy guy. He prefers to take the path of least resistance and often spends more time thinking of how to make a short cut than actually doing his menial chores. His reports are often called swiss cheese because there's enough gaps of information to see right through them. When it comes to fulfilling his duties, ned will at least do what is necessary to continue being a marine. However, some people say there's a switch that goes off in him when he draws his gun. Whereas he is flippant and lazy while on patrol, he becomes lazer focused once he needs to whip out his firearm.

Generally Ned follows the law and believes it is the most appropriate course of action for most people. He doesn't view pirates as inherently evil, but does find the destruction they wreck upon the world in pursuit of their desired freedom, cowardly. Likewise he doesn't trust his fellow marine just because of the uniform, as he has often witnessed cowardice and abdication of duty that has time and time again, almost made him leave the marines. Ned believes in saving as many people as possible and maintaining order, because the flip side is chaos and the unfettered desire of humans. Which he believes is the root of all evil, as opposed to saying someone is evil because they oppose the government and don't comply with their everyday rules such as taxation or port check ups.

On an average day Ned tends to dress the part, but lacks the care one would assume a marine on duty should have. His tie will often be loose and his general appearance unkempt. You may be lucky to see the ketchup stain on his jacket's sleeve or the wrinkled state of his clothes. While he may not reek, one can distinctly see signs of moisture build up around his armpits and the air about him, may taste a tiny bit funny. His eyes are generally is a malaise and expressions lacking energy. Although he doesnt carry himself as a slouch, you may notice he seems miles away even when you're standing in a cramped subway car next to him.

When he becomes serious, life exudes from his generally dull doll like eyes. Whereas he's generally low energy and flippant off duty, he becomes a fortress without a single opening. He'll often take a stance that doesnt seem intimidating, but the way his eyes gloss over his targets, sends a shiver down their spines. Some have described a sensation of being shot before he has even made a move.
