I don't know where this 12/2 years comes from its Not mentioned in the One Shot, maybe it was announced by Kubo since its in every synopsis.

But the last page of the One Shot made clear that Burn the Witch is part of the Bleachverse. Also we have the reference to Shiningami. Niini told Noel that in Japan they would just kill all Dragons(clearly refering to Shiningami killing Hollows), so you might be right about Niini being originated from Eastern Branch.

i believe i read the one shot though dont remember much of it but as long as Kubo can make it like the early parts of Bleach and the final arc, he has my vote to read this
