It seems like I can't send a message without it telling me that the whole thing is spammy so I'll just leave it all here.
https://docs.google.com/document/d/1DTQPSgrxlLBs4q8uZ25JOZlMtU_3pCgchoZVsPWEn0k/edit?usp=sharing - The main google document. This gives some insight on character creation and some general game mechanics.
https://docs.google.com/document/d/1PT3AGMKGMolUNBoEZ3pMdeGmSLhm6tQ0rSJFhkbZaAw/edit - to help flesh out characters and stuff like that. This is for merits and flaws to help characters be unique.
https://docs.google.com/document/d/1EuQ3hF7QbmbwhMbXqE7n-s9iB42LPz1t2xxOhaCRI4Y/edit?usp=sharing - This is the Combat and Manuevers Document. For games you want to run, you can use as much of it as you want or none of it at all. I pick and choose. It's in the Hunter x Hunter format because it was originally made for my Hunter x Hunter game but at least 90% of it can apply to One Piece.
This download link is to the spreadsheet/character sheet itself. This is the most important aspect where most of the dmg/defense and other things come into play.
https://gofile.io/?c=ZBl1Jq - I would also add that this spreadsheet requires the use of Open office or Libre Office. No other spreadsheet editor will work properly with it. Trying to convert it from one to the other will result in the breaking of some of the Formulas.
The spreadsheet, for the most part, is the most important part. It's where character creation with points and stuff like that occurs. A player of mine helped create the experience calculation section to make the whole thing a lot simpler.

Heres my discord if you want to ask questions. I'm also on the OJ discord channel as well. There's a bunch of other documents that we use such as Martial Arts and Martial Arts Techniques, Equipment, etc but the three main ones are the ones that I linked with google.
Most of these things are not balanced. I work constantly on the spreadsheet to update things. The spreadsheet might be a bit messy but I tried to make sure things are as organized as possible on it. Most of it is just my headcanon on how stuff might work through mechanical implementation. I'd like some suggestions if you guys are interested. Additionally, if you guys want to use it to play your own game, I can allow the documents to be downloaded but It's set up to not be downloaded because I'm constantly adding and removing things.
I own none of the rights to the art that is used in the documents and the things in maneuvers and the supplement, a lot of comes from Gurps rpg and World of Darkness. The One Piece variation of all of this was much simpler since I already set the groundwork for it through the 100's of hours spent on creating the Hunter x Hunter game.
Also, the main portion of the spreadsheet is the Character Sheet, Experience Calculation and Equipment. Reference is where most of the messy formulas reside.
