There is 2 scums: Overhaul and Villain League (mafia)
And I am probably the last Third Party in this scenario

Eri is a very powerful character that can't control her abilities. She can revert or rewind things. Based on her abilities Overhaul developed a drug that can neutralize quirks/powers and she also used her power to heal the broken limbs of a character.
