If it’s as you suggest, we’d then turn to the question would be whether the player actually created it (which we then get into Science stats, blueprints, obtaining a Lunarian body, ect). That would then mean more requirements for custom ones. From my view, a custom Seraphim is using the WG tech to get one, which would trigger the hierarchy.
For me, the hierarchy just makes the Seraphim more fun IC-wise. Look at the manga and how S-Snake does her own stuff despite no orders because of Luffy infatuation. You can visualize the same with a custom Seraphim with their past - like if it’s the player’s father. It just allows for so much more IC. It’d be a waste otherwise.
