Shaarib tracked Kidd there; his pirates were fighting against the three bounty hunters there, causing perturbations. The marine had a previous case to settle with the Supernovaes (Kidd and Killer); he fought them during the Festival and the War. The marine wanted to be in the good graces of the new higher-ups. Arresting a pirate like Kidd would be a huge catch.
He intercepted the pirates before they began terrorizing the citizens, fought and defeated Kidd. Although he hoped to arrest the two leaders, he let Killer and the remnants leave. Under the pretext that he could not travel with all of them in his rowboat.
Shaarib travelled to Marineford and processed the criminal there.
