Okay so OW2 a game that follows wildly successful OW - online FPS that pits you against other players. In an essence that is core point of OW - You vs Other players. But there are some players - even those in high rank that love some PvE content here and there so blizzard decided to have some nice fun arcade modes that end up developing in story modes like Rialto or King's Row.
Now Blizzard is notorious to recycle old content a lot and you maybe got like 3 story modes per year while other shuffle. That was called out A LOT and blizzard having no real answer to that went - fuck it , here are the tools make your own game modes - which players did and it ended up being even better than what blizzard did. In short - blizzard had no idea what to do with arcade so it gave players everything to make it themselves while blizzard recycles old events and skins and focuses on what brings them the big bucks - OW ranked
Like it or not you can't deny Blizzard makes most money out of OW ranked players since they put most hours into the game. Casuals that play normal or arcade games don't put nearly as much time and money in it like ranked players do. They aint there for a long time , they are there for a good time.
But don't be fooled , Blizzard is DOG SHIT when it comes to ranked balancing. Meta is absolute garbage to the point they will over nerf a character or over buff one to change the meta - looking at you Sym and Orissa. Meta is so bad pro players started being vocal about it and do other shit. So blizz being sneaky dogs they are makes role que that did have success which was overshadowed by piss poor balances again - introducing Sigma.
So what do you have - you have a game that has a main focus on ranked aspect which they fail to keep interesting and balanced while they recycle content and depend on the community to make interesting game modes. in short you have DOG SHIT game that desperately needs a major rework of EVERYTHING

Time to upgrade graphics , implement better ranked experience and completely balance everything from top to bottom while giving new characters , new maps and new pve content. Nah, people hate on OW2 cause it's the product. Without realizing what it actually is and how its existence as it is right now is even a MIRACLE in the face of corporate influence in gaming. Had Blizzard ACTUALLY had it their way, OW1 would die and everyone would be fucked over. But the devs actually fought their hardest to make it an expansion with the OW2 name only being there to please the unavoidable part. This is what I mean, you're making up complaints. You have a problem with OW in general. There is absolutely no way that a game as big as OW will ever be fully balanced, forget that. What developers should be looking at instead is making it an enjoyable experience for all players. And we're getting closer and closer to that, especially now that shields are finally gone from the meta and there's few important issues anymore (such as how powerful Doomfist is). This has nothing to do with OW 2, which as I explained is an expansion burdened by branding.
Last time I checked the OW team went on record to advertize it as correctly as possible and leave audiences to make their own decisions about whether they get OW2 or not, due to the lines being blurred. Had they had it their whole way, OW2 would be a huge expansion, but Blizzard wants a sequel so the best they can is mask it as a sequel when in reality it's a free expansion to the game except the PvE mode.
