The emergence of the Neo Navy
For a long time now, the world was governed by a careful balance of three great forces - the Yonkou, the Shichibukai, and the Navy; or rather, their greatest fighting force, the Admirals. Such a balance was important to keep the world from boiling over, and it worked. For a long time. Until today. Finally, the actions of a certain few destabilized the world. All it took was something small. One small action that was placed at just the right time, at just the right place, by just the right person. The execution of Vice Admiral Tsuru, Vice Admiral Gion, and the New Hope of the Navy, Captain Coby; at the hands of Landayan Morrow and the Silver Vampirate Pirates. The same pirate crew that Sephiroth ''the Apocalypse'' was associated with, and with him, the defeats of two Vice Admirals, as well as Admiral Fujitora. A grave imbalance. A grave consequence. The tipping point.
Nations around the world watched trembling, wondering what their fate would be. They themselves were not directly involved, perhaps - but their fates were equally intertwined. This was not about those who were getting executed. Nay. This was about a message. A direct challenge to the World Government - and there was only one outcome. The World Government would either squash the revolution, or they would be sent reeling back; the world plunged into chaos.
Amidst all of this was a man - a famous one, he would be a wildcard in this war. The former Hero of the Navy, Vice Admiral Leonard Burns. A man of Absolute Justice, who normally, would side with the World Government, against the pirates. And yet, Hero of the Navy he was no more. Vice Admiral of the Navy he was no more. Instead, he was bound to a wheelchair, retired from his duty. So thought the world.
The Silver Vampirates' fleet, 30,000 strong, manned the waters east and west of the Sovereign Island, split equally in two forces of 15,000 strong. The Navy sailed through the Calm Belt, appearing on the horizon, both east and west. More than 35,000 strong, 18,000 were coming from the east, and 18,000 from the west. Cannonfire opened and roared, and the war had begun. A few kilometers off shore, on the side of the Sovereign Island that was terraformed from the lands of Dressrosa, in the waters off to the side and away from the barrage of cannonfire, the surface of the sea began to bubble. Six massive silhouettes appeared beneath the surface of the sea. Suddenly, the surface erupted, and the silhouettes came to light. One massive warship after another surfaced, and in a matter of seconds, another fleet graced the frontlines. Six warships strong, each vessel of legendary status and power - carrying a flag that had been forgotten in the eyes of the world, ever since the death of Z.

From the Ichiban, the Neo Navy's flagship, and a ship that Admiral Zephyr had once sailed - or perhaps this is a lookalike; loud footsteps could be heard. The sound of metal hitting wood came with every footstep as a silhouetted man walked up and onto the deck. The Commanders all looked over toward the walking man, smiling. His deep, booming voice could be heard across all of the six warships, he gave his command.
