since its canon you need permission from GMs to use canon characters; and permission to kill them too, other than that yeah anyone. can create characters and islands just for it etc

Well he actually had a bit of respect for her in our BG, probably wouldn't be different now but he'd consider her a potential ally now that he also hates the WG lol
I'm going with that he was only a Marine because of brainwashing and it nearly failed after Lee was attacked by CP and Jimmy fought Smoker. After that, they made him think he was in another body and sent him on a quest for his real one back so they could keep him in line.

nope, but they should be around your level to do a good fight if thats the purpose of the story mission; no point being level 50 fighting a level 10 as the main enemy
