West Blue:
North Blue:

These islands are available for you right now (only Notice has the one time reward already claimed) the rest are free. Same goes to any new players these islands are available as a good starting point.

Didn't include any CP bases or marine islands here for Bounty Hunters / Shicubukai / Cipher Pol or Marine players.

I will make this post including all Cipher Pol bases tomorrow and will bookmark the post for future players (incl. Grand Line locations). All the islands combined are good for another x3 / x4 pirate crew who want to start at least.
