Doubt Baker ged sending whisper ability alongside sending bread.
On top of that it would implie Baker doesn't only have 2 abilities + Transformation but also can use 2 abilities per night.

It is Impossible for Rej to be Baker unless you believe in horseshit.

Either Law or Mat is Baker. And I would put my bets on Mat after He lied about being modblocked based on activity.
