Also if it was harder to get your bounty bigger after 300-400 million, imagine the amount of trouble.one has to get to be on Roger's bounty!

So even though the Yonko have huge bounties they aren’t directly threatening the World Governement —> another reason why Akainu is more lax about Wano than he probly should be.
