Seeing that he is surrounded Reo was seing the pirates coming at him like slow motion it seemed that the clown was the only thread. The panda could have easily jumped out of the way but Buggy talking about killing, brough bad memories from the day that his father died. Reo's initial intention was to take the pirate crew to Impel Down as peacefully as possible. But the bad memories and the personal grudge against pirates made it personal.
Reo: "It looks like your discipline punishment will start even before Impel Down!"
Instead of dodging Reo looked straight in to Buggy floating above. He sent a mean stare towards the clown and it was like he wanted to send a message saying "you just poked the wrong bear".
The young mink stood there straighten up his chest, pumped up his muscles in his body and for an instance it looked like he bulked up in size, then said in the cold voice.
Reo: "Tekkai *short pause* Utsugi!"

Taking all the attacks at once, Reo felt a little pain from Buggy's attack but it was nothing more than a scratch.
Path B Middle/Town Square
Responding too the slanderous garbage spewing from the marines mouth, just moments before his impending death....
Buggy:

Buggy starts too cackle as the 5x pirates and his leg attack are seemingly going too hit unimpeded, when suddenly a great pain is felt in Buggy's legs... Looking back down at what should be a dead marine. Buggy watches in amazement as all five pirates fall unconscious and his attack does basically nothing.... while Reo/Burei just stood there staring back... NANI? whats with this guy, hes scary, he defeated 5 men and blocked my attack without trying... Laughing nervously, Buggy's legs start too run away from the situation while buggy puts on another great act. Now floating back over the center path B, buggy is facing Reo, and has his back too the path and marine ships, his legs are nearby. Trying to draw Reo/Burei attention from the giant cannon in the town square, buggy starts too talk too the marine...
Buggy:
HAHAHAHAHAH!!! You fell for it, stupid marine... Let me introduce you to the pride and joy of the Buggy Pirates....
surrounding Reo/Burei was a perfect circular cross hair marker made with knocked out buggy pirates, This would make it easier for the cannon crew too target...
Spoiler: Buggy Ball
These red cannonballs, engraved with Buggy's Jolly Roger, can create devastating explosions when fired from a cannon. Buggy claimed that with these cannonballs, combined with his Devil Fruit powers, the Bara Bara no Mi, he and his crew can conquer the Grand Line.

At the moment the shot was ordered, buggy dropped his giant act, revealing his true size and body. Reconnecting with his lower half, buggy is now whole for just a moment, until he activates... Bara Bara Car, in an attempt to speed away from the explosion and seek shelter in a path B alleyway.

Suddenly he sees Cabaji in the distance, he creeps closer to get a better look. He notices his weird hairstyle and that he is riding a unicycle, dragging his sword against the walls.
‘Geez, who the fuck is that wackjob? Must be part of Buggy's gang.’
He then sees Chouchou the dog sitting in front of The Pet Food Shop but unfortunately The Vigilante isn't the only person to spot the dog and Cabaji also turns his attention to it.
‘THAT SCUM ISN'T GOING TO DO IT IS HE?!’
Frayzah draws both of his katana that he calls The Silencers and jumps off the roof, he runs at full speed towards the dog.
As Cabaji charges and goes to slash him, Chouchou appears to be too terrified to even move. But luckily, The Vigilante manages to make it just in time to block Cabaji's slash with The Silencers and attempts to push the Buggy Pirate back.
“Hey circus freak, it's pretty gutless attacking a defenseless dog. Does it make you feel tough or something?”
Chouchou's eyes light up when he witnesses this stranger save his life. Meanwhile, The Marine Captain prepares for what could be his toughest challenge yet.
Path C, nearest the town square
Just moments before Cabaji was able to run that mangy mutt through, his attack was blocked abruptly by an annoying interloper. as they clash Cabaji is asked a question by the unknown interloper.

While their blades remained locked Cabaji responds...
Cabaji:
No, he just looks like someone I hate, and is pathetic, I'm probably doing the poor creature a favor by putting it out of its misery, but since I cant do that, You will have too do!
Holding too his clash of swords with Frayzah, Cabaji cheeks start too puff up, when suddenly he starts
too spew fire from his mouth!
