Chongqing, The Azure City

The Azure City also known as Chongqing city, a grand marvelous city from the East Blue. It is found on the southern part of its island and ruled by the Azure Emperor Dai Yuanjun, whom is believed to be chosen by the city's great guardian deity, Seiryū. Chongqing is a country populated by humans and minks whom lived together in harmony and is reputed to be of a neutral but aggressive nation in terms of political influence. A powerful nation that seems to be at odds with World Government and has shown to be in conflict with them over several areas of the seas surrounding the Azure City. Despite that, a World Government embassy can be found near the Azure Castle for political reasons.

Recently in Chongqing, two new threat has arisen over the past year. The first threat are the Leviathan Pirates, a group of powerful Fishmen that took over the Sunken Dragon City and made it their home. Due to their hatred of the World Government, the pirates have consistently attack mostly World Government ships over the ships from Azure City, and the little to inaction from Dai Yuanjun have cause political tension between Azure City and the World Government to arise. Secondly, the city is under attack by an unknown supernatural force - every night in which undead have arisen from the dead and attacks the citizens of Chongqing.

Due to having two different races populating Chongqing, Emperor Dai have decreed to have a Mink representative with power and authority to ensure racial harmony between both races; as such Fran, the female bunny Mink is declared to be Queen of the Azure City. However the World Government believes Fran to be merely a figurehead, and have tried to undermine the racial harmony in Chongqing several times secretly to weaken the powerful nation from within.




Gongmen Town

Gongmen Town is the largest portion of the Azure City, where most of the populace resides, it includes the market, the trading hub and even a harbour. This particular town section is the busiest part of the city, even during the time of undead attacks, Gongmen Town remains relatively untouched due to its centralized section of the city. The town is also the connecting section of the city between Liyue Harbor, Chongqing Castle and the Temple of Seiryū. Gomgmen Harbour is where travelers arrives to Chongqing City from the seas.



Liyue Harbour

Liyue Harbour is the eastern part of the Chongqing City, it acts as not just the military harbor of Chongqing City but as the entrance into Chongqing City from land. Leaving Chongqing City into the wilderness would require leaving through Liyue Harbour. Due to its location within Chongqing City, the harbour suffers attacks at night by the undead Jiangshi. Emperor Yuanjun kept most of his military ships near the Harbour due to the Leviathan Pirates appearance. Minks are mostly found working by the docks as Liyue Harbour is well known to have famous restaurants and cooks. Cooking tournaments happens very frequently, the main attraction in the Harbour are essentially the live cooking contests.



Temple of Seiryū

The Temple of Seiryū is located at the western end of Chongqing City, a somewhat secluded area way from Gongmen Town where the citizens of the Azure City can enter its premises and worship Seiryū, the guardian deity of the Azure City. The temple used to have an incident where the previous high priest was found to have dabbled upon necromancy and was quickly exiled from the Azure City. It is now managed by a new High Priest, Jote.



Sunken Dragon City

Used to be the first Azure city, which is called the Dragon City in the past, located on the eastern part of the island. Due to a tidal wave destroying and submerging the city many centuries ago it is now completely abandoned by the people whom went on to rebuild their home further in land, which is now known as Azure City. Up till last year, the sunken city remains to be not just a site of spectacle but also for archeology. But with the appearance of the Leviathan Pirates, a group of extremely powerful Fishmen - the sunken city is now under their territory in which they use it as a home base to terrorize near by ships around the region, especially from the World Government. Despite their active terrorism, King Shark and Queen Orca are said to be somewhat honorable and is willing to fight in a duel in some cases.



Shaolin Monastery

The home of the Chinese Martial Arts in Azure City, where it all begins. The ancient monastery are powerful monks that remains secluded to the city life, miles away from the Azure City on the western side of the island. The Shaolin monastery is also the closest point of interest to the Mountain Shrine where Seiryū resides. Given the rich history of martial arts, including weapon-based fighting styles - it is worth trekking the long journey to the monastery for many martial artists and swordsman even from far away places to further improve their crafts. While many Minks and Human students resides in the monastery, it is managed by two grandmasters of the monastery.



Abandoned Eastern Temple

The Eastern Temple has long since been abandoned since ancient times, but the most recent history before it was abandoned is that after the tidal wave has destroyed the Dragon City, many of the dead was moved to the eastern temple which is closest to the Dragon City and buried underneath the temple. However as years goes by through inner turmoil within the island, bandits and outlaws took upon the temple as refuge. Now believed to be inhabited by no one, the people of Azure City did not return to claim the temple due to the close presence of the Leviathan Pirates. But in reality, it now houses a dangerous person in secret, plotting something horrifying against the citizens of Azure City.



Mountain Temple

The Mountain Temple is located in the mountainous region in the far north, where its exact location is kept in secret by Emperor Yuanjun. This is considered the home of Seiryū, an abandoned temple in the mountain. The journey from Azure City to the Mountain Temple takes 2 weeks of travelling and the entrance to the mountain is difficult to locate without the Emperor's blessing. Even through flying around the region takes very long to find the temple. Usually in order to find Seiryū, the Emperor has to give permission to allow entry, and only through his permission that Seiryū will appear on its own. It is believed that Seiryū presents the worthy a trial of combat and if it is to be Seiryū's satisfaction that it would reward the worthy one.

An ancient being bound to the Eastern Temple for some unknown reason. In ages past, Niang-Niang is said to be prowl the area around the temple region pranking unsuspecting victims for her own amusement, but other times Niang-Niang have been known to be helpful to many others. Due to her presence around the temple for many centuries, many have used to call her the 'Playful God'. Whether she is actually a God or merely a Spirit it is anyone's guess. Seiryū is said to be cautious and has shown to be meek in her presence. However after the incident where the tidal wave destroyed Dragon City and forced the island inhabitants to rebuild their life on the Southern part of the island, the temple slowly became abandoned and thus the naïve, playful God slowly became forgotten to the people of the Azure City. While history regarding her still exist in Chongqing City, many believe she is simply a myth, sometimes even exaggerated by adults to scare children in bedtime stories, only priests and monks remembers her existence.

One thing for sure is that in all kinds of history regarding her, that she is immensely powerful, said to be even more so than Seiryū himself. Regardless of the myths and legends surrounding her, a word of warning is to never try to attack her when you do see her.

# First-time Shaarib heard about Azure City, he was still a captain, just recently out of the academy. It was the night they defeated Baggy and his crew, Shaarib’s first arrest too. One of his teammates, a commodore, a Mink and spoke about it, mostly about the famous cooking tournament. The panda’s eyes were shining and there, Shaarib knew he needed to visit that island. Unfortunately, they were ordered to Kokoyashi.

The second time he heard about it, Shaarib had just freed Kokoyashi 3 years later. The government had initiated a briefing about a pirate crew that decided to take control of Sunken City. At that time, he had a better thing to do, he wanted to fight an admiral. He just shrugged off and put the intel at the back of his head.

The third time was when he began his vacations. Jimbe decided to speak about the damage the pirate crew there did to the World Government’s ships. They were fishmen and the older man worried about the tension it would create. The newfound relationship between the Ryugu Kingdom and the people above the sea was fragile. Shaarib took heed of it and put it on his « To-Do List ».

And now, 4 years past, the government was finally sending them there. After getting scolded for an hour by the old man, Shaarib was briefed about the mission. The government wanted them gone, they wanted more than that even. They wanted to destabilize the country and Shaarib disagreed with it.


A week after leaving Karate Island, Shaarib lay on the main bridge, bathing in the sun. The soldiers that were doing their work around him were uneasy. They knew that when the Vice-Admiral Hassan was going to see the younger Vice-Admiral Hassan, he would yell. A fight would follow and they, the ensigns would suffer the consequences. The « Fallen Sky » had made a habit of titillating Hajib since he got on board. They had never seen the old man getting angry. More surprising they never thought of the man having fought Akainu to a standstill to get beat each time with a stick without defending himself. Then you would see the two laughing together in Hajib’s quarter at night. Both had the same last name but nobody on the ship knew their exact relationship except the mysterious swordsman that came with old man. He and Shaarib seemed to hate each other but still acted nicely with each other when Hajib was present.

The Vice-Admiral suddenly shifted forward, his cap falling on the ground with his coat. The skypiean in a marine uniform darted towards the figure de proue excitedly. He pointed in front of him and then yelled #


- "Land ahead ! I’m finally going to eat the specialties Reo spoke about ! "

The morning sun was rising up behind the countless magnificent mountains to the east of the Azure City. The sun danced through the thin fog that covered much of the distant lands giving the entire land a mystical glow. The beautiful ambient light bounced from the peaks of the highest mountains to the smallest blades of grass.
From the west rose something else along the horizon, not another star but instead the Fallen Sky itself...Shaarib Hassan aboard a marine vessel. As was most common, Shaarib's ship approached Chongqing from the western port of Gongmen Town.


The morning-kissed port was already alive with bustling workers of all classes and backgrounds. Heavy set mink and human men moved along lugging carts along the streetways while some mink girls weaved small baskets along the dockside with their feet dangling above the water below. Gulls pecked at fishbones along the shoreline and bald-headed boy scared them off to gather the fishbones up for himself.
Street-performers of all variety were arriving and setting up for the evening, quiet melodies accompanied the peaceful morn in Chongqing.

Amongst the oncoming and outgoing ships, one stood out beyond the rest. A powerful navy vessel carrying a world government powerhouse.
Whilst most workers continued along with their daily activities, many with less pressing matters stopped and stared out at the oncoming ship.

It was incredibly uncommon to see marine vessels carelessly venture into the Azure City's territory, it was an unspoken agreement between the royalty and Leviathan Pirates to quietly allow the destruction of World Government ships. However, it seemed there was yet to be a threat presented to Shaarib or his crew.
As more civilians ashore took note of the oncoming marine vessel the word began to spread like wild-fire through the bustling town. Gongmen citizens quickly passed the word along to authorities and before the marine ship was even within range to dock a large and very armed meeting party consisting of both minks and humans could be seen working it's way through the crowd to meet the World Government ship.
At the front of the soldiers stood a leopard mink in a samurai-like armored chest-plate atop long layered robes. In his left hand he carried a long scimitar polearm.

Gongmen citizens quickly made way for the armed soldiers but still stood-by watching for what would happen next. Children quickly scooted along from their activities to climb into trees or hop atop crates and barrels for a better view of the ship. Some of the musicians in the street continued their tunes, picking up the tempo with the sudden escalation in morning activity.

The tension seemed to pick up slightly in the demeanor of the soldiers slightly, but they certainly weren't ready to attack without reason. They merely questioned the purpose of the world government's unannounced presence. The majority of the soldiers stood with their weapons sheathed away from sight, other than the leopard who seemed to be a figurehead of sorts.

Eager eyes awaited the arrival of Shaarib...

# Shaarib could see the crowd forming on the docks. Each of the soldiers was grouping on the main bridge waiting for Hajib's instructions. The Skypiean walked to his quarters to put on formal attire. He ditched the uniform for a navy blue shirt coupled with black pants. At his feet his usual sandals. Hajib had prohibited the use of a cap, so Shaarib had to tie his unruly hair with strings. He kept it at it until he found a style he liked . The Vice-Admiral put on his puffed coat and moved out. Everyone was ready, Hajib had a cigar in his mouth, a red suit with a black shirt underneath. The High-Priest looked at Shaarib and after a puff, pointed his index finger at the young man sternly.

- "We are in enemy territory kid. The Government wants things to go smoothly, don't disrespect their royalty. We are here to stop the Leviathan Pirates. That's it. So prove to them and me that you are ready for the next step. "

Shaarib looked at him intensely for a bit and made a wing movement with his arm, prompting the old man to move. He then went in the opposite direction towards the Red-haired man Hajib had brought with him. They had the same size and Shaarib pinched the cheeks of the man who appeared unfazed by the shenanigans.

"Be a good dog and protect the ship aight ? You aren't from the government so stay here and wait for the other ship that's supposed to come later. I don't want the followers coming at me for killing the next Guardian"

The birdman then put his hands and his pockets to follow his grandfather. A huge grin appeared on his face when he saw how much attention their arrival had caused. Looking around, Shaarib's eyes met some children hiding in the trees. He winked at them playfully before jogging after Hajib. The marine soldiers had formed a guard to let both Vice-Admirals meet with their welcoming party.

Taking note of the jovial man, the mink children laughed and cheered at him. The older folks on the street seemed to be perceiving the encroaching marine ship as an ill omen of things to come...Thought still more street performers, egged on by the ones playing, began to also take up instruments; cheerfully unleashing melodies for the beautiful Gongmen Town to enjoy. The energy seemed to be steadily deescalating for the citizens, but unease and distrust still burrowed itself in many of their minds.

The friendly greeting was met by a cold, calculating glare from the leopard mink. The other soldiers remained stoic and seemed not to show any emotion towards Shaarib one way or another. The leopard mink eyes shifted from Shaarib, to the citizens moving peacefully about the town, to the man standing beside Shaarib and then finally to the officious document held in the Skypiean's hand.

The mink's expression finally relented slightly and he let out a gentle sigh.
"We can escort you to the World Government's embassy that rests beside the Azure Castle while we await the lord's response." The accent was grim and moody. He spoke eloquently, but rushed through his words; he seemed impatient or possibly anxious.

The other soldiers reached for their weapons, not seemingly aggressive towards Shaarib, but it was hard to read due their stoic faces. A collection of soldiers drew their blades, making a pattern throughout the soldiers; they had formed some sort of ceremonial march formation.
"May I see this missive?" The commander asked the proud marine.

# The smile Shaarib had on his face disappeared. The birdman wanted nothing more than roll his eyes and let his head fall in his palms. One thing he learned after years in the Marine : He wasn’t sociable. He hated how people always beat around the bush. A boring way of life. Our hero preferred to track and fight pirates. Fighting was a breath of fresh air. It was proof he was doing good. A proof that things were progressing but now seeing the uneasiness in the eyes of the adults around them made Shaarib doubt that for a moment. As a kid, what Shaarib needed was a strong hero. A man capable of protecting Skypiea from the clutches of Ener and his men. Maybe the kids here want something else, more than a smiling face. Shaarib was not that. The birdman put the letter back from where it was and said firmly. #

- "I would gladly accept an escort kind sir. But like I said, the missive is addressed to Emperor Dai and Queen Fran. Anyone else opening that letter is a breach of contract. I won’t accept that. It’s not urgent, we can wait and we will." With a hearty smile, he continued « Let’s walk to that Embassy then, I heard great things about the city."

The jaguar mink frowned at Shaarib's response but motioned for the soldiers to begin their escort march nonetheless.
"Very well." He said. Though he didn't say it he pondered what the real purpose of the World Government's presence on the island.

The party moved at a steady pace throughout the city streets, the jaguar mink attempted to remain at the side of Shaarib at all times. The street's were filled with interesting scents and wonderful melodies, onlookers gathered to watch the military procession with Shaarib at the back-center of the formation.
As the group moved from the Gongmen Harbor into the city-proper the streets quieted, less activity away from the docks this early in the morning as the jaguar explained casually as he lightly guided the military-tourists along their way to the embassy.
Occasionally, a building would be passed and the jaguar mink would gesture to it and remark on it, explaining the history and/or purpose of the building. He seemed to have a vast knowledge of the Azure City, or at least Gongmen Town.

All the while, if one paid close attention, they would notice themselves moving upward as they walked. Occasional steps would take the procession up and up, only ever slightly at a time...
The group scaled the city. As the elevation climbed, so did too the natural beauty surrounding Chongqing.

Aside from the occasional tidbit from the commander, the march was mostly silent amongst those participating. They moved with purpose, not lingering at any point for undue discussion. The group reached a courtyard high above the shore, giving way for a beautiful sight of the ocean to one's right and an equally beautiful sight of an enormous courtyard below on one's left filled with plant-life and canals and at the center an enormous palace.
The group wrapped onward still, in through a tunnel carved into a small mountain's side, it worked its way down, almost in a spiral, and as they emerged from the other side of the tunnel they were greeted with a pathway leading to the courtyard from before. Beautiful cherry blossom trees wiggled in the wind and before them all, shrouded in mist, was the opulent Chongqing Castle.

In front of the majestic building, was an impressive (yet not nearly as beautiful) building with the words "World Government Embassy" hand-etched into what appeared to be a sign made of pitch-black stone.
The jaguar mink finally spoke. "Here is where you will be waiting. You are free to explore, but please allow the escorts to do their jobs and escort you; both for your well-being and the well-being of our citizens."

He bowed. "I will make our Emperor aware of your business right away." And with that the soldiers began to head off for the castle, breaking their ceremonial march and falling into a standard order as they followed their commander...

# Shaarib's lips parted and the man displayed another big smile. The tension left his shoulders as the marine took a more casual posture, unlike his partner who always stood prim and proper, a scowl on his face. The Skypiean made a hand gesture, inciting the mink to show the way. They followed the soldiers through the town, seeing all types of architecture which kind of reminded Shaarib of Wano. Unlike that forsaken island, Chongqing was not tainted by that bleak atmosphere. Shaarib noted something else, they didn't see anyone on their trip, streets were quiet. The Vice-Admiral was chewing on a wooden rod to keep himself from spouting any nonsense. Peering over his shoulders, he could see Hajib being unfazed by everything, eyes on the prize : the leopard mink.

Soon they arrived at the entry of a tunnel and Shaarib eyes began glowing. He let out his Observation Haki, scanning what was in the tunnel and where it ended. Going in without any information was suicide. They kept walking and Shaarib kept acting cool but experienced eyes, could see that he angled himself to respond to any sudden threat. They went down in a spiral for a while but when the light came, Shaarib was amazed by the sight of the Cherry Blossom Trees. His grandfather pointed to something behind the government's building : the Chongqing Castle. The young man shook his head in disbelief, what was the point of such edifice ? The maintenance cost might be above Marineford's.

"Here is where you will be waiting. You are free to explore, but please allow the escorts to do their jobs and escort you; both for your well-being and the well-being of our citizens."

As the group took their leave, the commander briefly turned and place his hand to his chest. "I am Commander Bao Ji." He remarked before turning and joining his ranks on their exit towards the enormous castle. Shaarib and his grandfather were amongst some of the most majestic scenery the East Blue could offer, in fact few places in all the world could compete with the majesty of Chongqing Castle and the surrounding mountainous landscape overlooking the ocean.

The World Government's embassy building was certainly a newer building in comparison to most of the other establishments in eyeline. Nobody waited at the entrance, nor was a government party sent out to welcome Shaarib.

The interior was beautiful, in fact it leaned a bit garish in comparison to the naturally beautiful world outside. A large hanging chandelier provided plenty of light to illuminate the large entrance room; there was no ceiling where the chandelier hung, it was chained to the ceiling of the second floor.
One would be able to look over the railing to shout down from the second floor to anyone on the first floor, and the massive light-piece provided light for both floors.

As Shaarib entered, only a single marine stood in the massive room. She stood with arms folded, almond eyes focused on the newcomers. She studied their faces for a moment then some recognition seemed to flash across her face.
"Oh, you're Vice-Admiral Hassan!-" She said with a bit of shock. "I don't think we were made aware that you would be arriving here. My apologies-" She paused and then looked over the two of them again.

"Sir, I am Lieutenant Commander Mina." She said shifting into semi-formal salute. "Did you have business in the Azure City?"

# Shaarib scratched his head, embarrassed, locks moving in every direction. The Vice-Admiral always fought for attention but never knew to respond when he was the center of it. People did know about him, he might have been more popular with the younger generation. Unlike someone else. He then let out a toothy grin as he looked at his grandfather whom he nudged with his elbow. The old man could not believe it, the scowl got deeper.

- "You see nobody knows you anymore ! Oya Oya, enchanted to meet ya, Lieutenant ! Vice-Admirals Shaarib Hassan and Hajib Hassan, reporting for duty !" began our hero giving out his hand "Have no worries soldier, we are here for a week at best. We might need accommodations for the 169th and ourselves." The bird paused, looking at Hajib for an inquiry and then continued "Food is not a problem, we shall do something about it ourselves what I might need instead is for ya to show me where I can sleep and then when I wake up, I might need a report on the city. We will need all the intel we can get before meeting with the emperor."

The ex-sword agent after his greeting was dragged by his arm by his grandfather. As soon as they went away from the Lieutenant, the two priests began whispering in a forgotten language. Hajib wanted some privacy, their mission was only beginning. The first step would be to earn the court's trust and then take advantage of that trust to create havoc. Shaarib let out a sigh, the government had a bad image here. Shaarib saw it in their eyes, the wariness. The children were easy to bluff but not the adults. Usually, when pirates were present on an island, the marine was welcomed as heroes. Not this time, they didn't even care. Some was fishy about this and SHaarib really hoped the Emperor would not respond today. He would have time to sneak into the town at night and then contact the fishmen, he promised it to Jimbe.

The marine woman tensed, as Shaarib implied she should know the older gentleman too. Her face started to redden very slightly from embarrassment.
Vice-Admirals Shaarib Hassan and Hajib Hassan, reporting for duty !"
"Oh-! O-of course, sirs!" She said while stiffening her salute. "We, stationed in Chongqing, are honored by your presence!"

She fell back a single step then gestured to the wall on her left (The Hassan's right). "We have a full map on the Azure City on this wall." She said. "Feel free to copy it or simply take the map, sirs!"

She walked over to it and gestured alongside a small river leading a small harbor within the eastern section of the city. "Assuming your docked in Liyue-" Shaarib's crew had not, as they were not informed. "-Then it should be no problem having them all escorted directly here."

"As for you two, sirs, along with an escort you should be free to explore the majority of the Azure City!"
She said cheerfully tilting her head slightly, letting her flowing green hair sweep with gravity.
"The only thing is, our two official escorts are both out with the Commander at the moment..." She gave a slight pause. "They've been out for a while now, so he should be returning any moment now!"

If the Hassan's were to observe the map, they would see that the official docking area for World Government ships isn't where they had left their ship (but instead in Liyue Harbor); for some reason the soldiers of the kingdom seemed to "forget" to inform Shaarib. The ship was still sitting in the open, with the crew on board...

# Shaarib raised one of his eyebrows, the lieutenant said Liyue, were they docked at the right location ? To be honest, Shaarib did not remember if he had seen ships from the World Government around. He did see some trade vessels. A little voice in his head was urging him to ask Hajib about it but he kept his mouth shut. The Lieutenant kept going and showed them a map of the city before continuing.

"As for you two, sirs, along with an escort you should be free to explore the majority of the Azure City!" She said cheerfully tilting her head slightly, letting her flowing green hair sweep with gravity.

Shaarib huffed indignantly, since when did he need an escort ? With an escort around him at all the time, it was going to be hard to enjoy the city or even get some pieces of information. People tend to act unnaturally with officials around and maybe, maybe the birdman was confident in his strength. At his sides, Hajib had drifted to the map on the wall. Inspecting all it traits, his right index following their path to the Embassy while his left was scratching his grey beard.

- "Shaarib... You need to go back... Immediately..." said the old man still in his thoughts" I think we docked at the wrong place.

The Skypian winced, his fears were true. He turned his back and darted outside. One step, second step and on the third he changed into his phoenix form, blue flames surging around him. The city was too big for Shaarib to get there on foot, flying over the city was the best solution. He was going to get there quicker and possibly see the citizens getting ready for their day.

In the embassy, the High-Priest of Cross Island had tucked his den den mushi. Hajib had called the ones on the ship. He then smiled fondly at the Lieutenant.

-"Where were we ?" They weren't even installed that the army was treating them wrongly. #

The woman, Mina, took a few steps after the Vice-Admiral. "Oh, wait- They really insist we take along the city's escorts..." Shaarib was already out the door and far above the embassy cloaked in roaring blue flame. The Lieutenant Commander looked back at the other Vice-Admiral and chuckled nervously.

...

Meanwhile, at Gongmen Harbor, it seemed some of the rowdier citizens were awakening with the passing hours. Some folks, both mink and human, were gathering near the world government vessel and shouting insults at it. A teenaged monkey-mink threw a half empty bottle of liquor at the side of the ship and soon others began following suit and throwing pieces of rotten produce and glass bottles at the ship.

"To hell with the World Government!"
"Get the hell out of our city!"
"Get lost, you marauders!"

Boos and jeers were being hurled at the ship and everyone aboard it. Some of the children from earlier in the morning curiously watched as their elders furiously scorned the World Government ship. The more patriotic and dedicated citizens were starting to make a stir in the harbor district of Gongmen Town. A single piranha fishman wielding a gnarly axe took note of the situation and hurried off into the shadows to inform his crew about the new arrivals in town.

...All the while, Shaarib's flaming-bright form caught the attention of countless eyes across the Azure City. The arrival of the marines and Shaarib Hassan on the island was now announced to majority of the Chongqing populous...

# Shaarib arrived on the scene and to catch the rioters's attention, he spun around the warship twice, captivating them with the trail made out of blue flames. He landed gracefully on the bridge between the ship and the port. The Vice-Admiral didn't need to be a Mantra expert to catch their emotions. For a second the cacophony paused and the marine stepped forward. He threw the map he ran with to one of the soldiers and made a hand sign. Shaarib was going to serve as a distraction while the crew would go. The little voice was advising him to keep his mouth shut and get the hell from here but SHaarib went against it. Their job was simple, as soldiers from the Marine, they protected the population. Shaarib went with it to prevent other children from suffering. In their eyes, the World Government was not needed, they had failed the citizens of Chongqing. The 3-meter-tall skypiean walked forward with determined steps. He rolled up his sleeves and bowed in front of the crowd.

- "I hear ya, The Government has failed ya. For that I'm asking for y'all forgiveness. We came for that sole reason, to regain the trust the population had in us. To stop the threat that had been striking the city. " The knight cleared his throat as emotions rose to the surface, this was Kokoyashi again "And if I need to take any punishment for our inaction, feel free to do anything. I, Shaarib Hassan will not budge." proclaimed the Vice-Admiral with authority.#

[I did remark that I changed the color code of SHaarib's without knowing. I'm going back to yellow from there on :pandacry: ]

Sure enough, the spectacle caught many of citizens by surprise. Some of the rambunctious crowd cleared immediately upon the reappearance of Shaarib, but many of them remained. The people of Gongmen Town recoiled away as the man covered in flames landed before them.
The 3-meter-tall skypiean walked forward with determined steps. He rolled up his sleeves and bowed in front of the crowd.

- "I hear ya, The Government has failed ya. For that I'm asking for y'all forgiveness. We came for that sole reason, to regain the trust the population had in us. To stop the threat that had been striking the city. " The knight cleared his throat as emotions rose to the surface, this was Kokoyashi again "And if I need to take any punishment for our inaction, feel free to do anything. I, Shaarib Hassan will not budge." proclaimed the Vice-Admiral with authority.#
Murmuring overtook the crowd of rambunctious protesters, at first it seemed as if the citizens were calming or at least being scared away from their actions, but suddenly a single empty bottle was tossed from somewhere within the crowd towards the Vice-Admiral.
As the other citizens saw this they began throwing things as well.
The uproar began to pick up once more:

"We don't need the World Government!"
"You're all the real threat!"
"Marauders!"

Shaarib's men seemed to have been able to slip through before the citizens got riled up again, so Shaarib has succeeded in freeing up his allies.

Back at the embassy the Lieutenant Commander attempted to explain the necessity of escorts for World Government officials to Hajib Hassan:
"The people of Chongqing have long refused to *live under the law of the World Government. Officially, we are merely an alliance to this nation." She said. "But truthfully, this 'alliance' is unsteady at best..." She tried to soften the situation with her words, but her tone painted an vivid image for the Vice-Admiral: the people of Chongqing saw the marines as an unwelcome act of aggression...

# Shaarib stood tall, waiting for a reaction from the crowd. It came fast. Someone in the crowd had decided, the World Government did not deserve forgiveness. That person threw a bottle at the man's torso. The marine had plenty of time to react, to dodge the incoming threat but he let it hit him. Shaarib's body was sturdy. He did not know how long he stood there but the man let the crowd unwind. He always kept his promise. Be it tomatoes, bottles , empty or not, Shaarib embraced it all, occasionally putting his hand before his face to protect his eyes. The Vice-Admiral's shirt was ruined and his hair was covered in red. Shaarib took a deep breath and once again, bowed.

- "Do not worry citizens of Chongqing, I heard your pain. I know words are not enough so we will show it with actions. You will have to excuse me, I'm expected...." said SHaarib once more with a toothy grin. He wasn't sociable but he knew how to act like one. He knew the type of hero he wanted as a kid." But before I go, what is the best restaurant in town ?"

With it, the phoenix regained its place and left the harbor. He chose to follow the ship from afar trying to track any threats that might come at them. The citizen's words still echoed in his head.

"We don't need the World Government!"
"You're all the real threat!"
"Marauders!"
Sengoku had put him in a bad place. This was going to be a long mission, any mistake would have huge repercussions.

Hajib raised one of his eyebrows, the lieutenant was worried about Shaarib moving alone in the city. Hajib too was worried, more about the ruckus he could cause. The boy was raised as a soldier, Hajib did his best to instill discipline into him and tried to redirect the anger towards a single target : Pirates. What he couldn't control was the boy's temper, under all that childish act was a volcano. Shaarib if targeted by too many harsh words would lose himself quickly. He inflicted the meanest punishment on the kid, raising him harshly. He feared the worst and now the child has grown up and become a Vice-Admiral. The different adventures and people he met, molded him and the anger was slowly dying out. The child left home and never came back to this day. He felt betrayed when Hajib sent him to the blues for his marine formation. Hajib was proud, the boy was resilient. His unit got reduced to ash because of politics. His leader betrayed the World Government, finally SHaarib joined SWORD and now his grandchild stellar's rise was beginning to stagnate. The boy became complacent, defied Akainu and was asked to leave Marineford immediately. The old man had to ask for favors. He needed to be the one to come to Azure City with the Skypiean. Shaarib was getting lost, and losing faith and maybe a mission like this could help bring the Hassan's closer and give Shaarib new viewpoints about his future. #

- "Tell me more..."

The crowd still seemed less-than-pleased with the hero of the marines, Shaarib Hassan. Scowls and looks of anger and disapproval were piled onto the Vice-Admiral as he humbly accepted the World Government's shame. As Shaarib asked about the best restaurant, another bottle found itself flying towards Shaarib.
With it, the phoenix regained its place and left the harbor. He chose to follow the ship from afar trying to track any threats that might come at them.
Once more the citizens, ignorant of Shaarib's specific abilities, recoiled at the emergence of blue flames. Hisses and jeers from the crowd of Gongmen citizens met the phoenix as he took flight. A few Chongqing children sitting on the rooftops pointed out as the man with wings of blue fire streaked up into the air.
Shaarib's ship was now moving steadily through one of the many canals of the Azure City, and there was no sign of immediate trouble. Curious onlookers, sometimes sporting a spiteful glare, studied the marine vessel as it travelled through their beautiful city.

More than a few citizens, upon seeing the marine vessel and the flaming beacon in the sky escorting it from behind, moved into their homes and shops to avoid any danger the newcomers may bring. Along the underside of the vessel swam a swarm of a flickering shapes, small vicious fish, that were monitoring the whereabouts of Shaarib's vessel.

It would take a bit of time before this enormous ship could work its way to the embassy, but it would be done before night, certainly.

- "Tell me more..."
She nodded her head in the negative, but answered all the same. "In truth...The people here have no interest in letting the World Government try to assert any sort of presence here. They are protected by a deity they refer to as Seiryū, they don't have a need for us...At least that's what they insist, sir." She reported. "The emperor of this nation is said to be chosen by this deity, Seiryū. They believe it to be his divine right to rule this land, and I'm sure they would storm this embassy if only given a mere word by the emperor..."

Mina had a faint smile but her tone was somber. "I've been stationed here for seventeen months so far, the tension has never once died down between the citizens and us, here at the embassy." She said. "That's why we are required to have escorts...Not only have we had issues of marines getting assaulted, but we've also had marines assaulting citizens in public, which certainly doesn't help our cause..."

# Forgotten by all was Vlad. Who was Vlad ? Vald was the red-haired accompanying the World Government's envoy. The swordsman had been meditating for most of the day, he did not have anything worthwhile to do. Hajib has begged him to come, promising the swordsman a memorable adventure of discovery. As the future guardian of the Goddess, Vlad had to know more about how the other religions of the world. Azure City had its own Divinity, Seiryu, a dragon that has been protecting the country for centuries. He heard the birdbrain's will to fight against it. The day was rather boring until the citizens decided to express their feelings about the government's presence on their island. Bottles were thrown and nobody deigns anything. The red-haired did not care, he wasn't a member of the team. All he did was activate his observation haki and wait patiently until someone did threaten the crew. Shaarib came before that and begged the citizens for forgiveness while the crew departed.

It took a moment but the phoenix appeared in sight. The bird did not come near the ship, preferring to look around warily. Vald didn't agree with him and walked back towards the bird. . What type of escort was it ? The bird's mind was racing and it looked like SHaarib was looking through and not at them. At least, he could try to help, with a quick movement unsheathed his sword, and sent an air cut to the bird.

Shaarib barely evaded the attack and sent a look full of furor at Vlad. The red-haired waved at him and so Shaarib flew in his direction. Vlad wasn't a talkative guy, he just put two fingers up and then pointed to the bird's eyes. Shaarib wanted to fight, to unleash the pent-up emotions. He got lost but the swordsman's eyes made him understand something. The marine needed to calm down and maybe to be more presentable before coming back to Embassy. The Skypiean knew too that Vlad although their disagreement., was solid. Sun was going to fall soon. No answers came so they could only wait for a sign. The Vice-Admiral pondered a bit and finally smiled. Jumping on the railing, the skypiean walked to his quarters, to wash and wears new clothes. Hajib had tons of shirts. He needed to sleep too, during the night, he was going to visit the sunken city.

Hajib smiled and patted the woman's shoulder trying to appease her a little. It was as the higher-ups feared. The island was too independent, they didn't want a war with the government but did show that with or without their help, the country was going to be fine. And as usual, some soldiers were idiots and assaulted citizens. They tend to forget about the consequences of their actions. About how the repetitiveness, tainted how citizens did look at the Marine. #

-"Do not fret much, even if you are in the Blues, you might have heard about what happened at the Headquarters right ? Vice-Admiral Hassan is resilient. A little Air-headed but I raised him well, he isn't going to cause anything.... Can you tell me more about the politics, how are the emperor and empress...Have you seen the protector of the island, Lieutenant ?"
