There is a difference between blocking an attack & tanking it
Kaidou was undamaged by Luffy's attacks, that makes him extremely tanky
Of course he is gonna be pushed and taken down if he isn't defending
It's like saying those heavy iron balls or containers in real life are glass weak because we can lift'em and push'em xD
