And secondly, how does the Fishman call work here? Like, Jinbei was able to call a school of whales and stuff. Do you need beast mastery for that or can it just be part of Fishman Jujitsu since that's what it does?

Also are Fishman Karate and Fishman Jujitsu considered 2 substats or do they all roll into one?

no

never came up before so we have no stance atm; beast mastery means they should always be around you, whereas what jinbei did was different so not sure

and i feel like they should be separate.
