I wouldnt approve that either. Anything that was allowed for NPCs cost extra. Plus they're NPCs, while your characters are more like main characters in their own stories, so I dont think they should be able to have most of the special stuff players can have.

looking at it again it should only be able to have 120 or the haki thing; not both. It makes up for the substat by being unintelligent and requiring player xp (it did have approval from Kaka too but probably shouldnt have been allowed until we had decided if we wanted to allow npcs to have 120s or ban them compleltey outside the one from the Divine emporium)
