What's there to know about, they are just examples of other types of figures that exist in the underworld. And there's nothing to work on, this ain't an org or a faction, they're not all together.

If you host someone and decide to get the Underworld involved in your story, you can make some Underworld NPCs. But you don't need to make them in advance like it's a pirate crew with set members. The Underworld is just a network of different people, be it pirates or Marines or bounty hunters or anyone else.

Like buggy,Doflamingo and crocodile. Is it possible for a 'NPC' to be part of 2 different factions if the position is not handled by a PC?
Nb: baroque works was a group of bounty hunters who took work from Underworld
Buggy's Delivery was bith pirates and mercenaries.
Then there is perkom(bigmom pirate) and Doflamingo.
