Kind of situational, probably yes and no depending on the nature of the attacks, the timings, charging times, etc..

Wouldn't make much sense otherwise, cause if only one attack was allowed, one person would constantly be on the defensive.

Person A attacks first to start the fight.
Person B uses an attack to clash with person A's attack, but can now no longer attack.
Person A attacks again.
Person B has to clash again, again used up his attack, can't attack again.

Don't see any problem using two attacks @Oreki in a single post.
The idea is you have to address the other's movement/attack in your post, either by evasion, counter or blocking it. You can then do a subsequent one. It should not be treated as having multiple actions in a go.
