Considering they're not new to the RP, and for the sake of being competitive, I think it'd be fine to start them at a higher level, same as we did when we came over. Plus, level 80 still leaves a massive room for improvement, as we all know. (getting to 100, buying 2 120s, awakening, buying your NPCs, Emperor item, Legend item, etc..)
I can only speak for everyone, I'm sure we'd love to have you here. xD

Dream currently has a lot on his plate for at least the next 2 months so I doubt he'll have any time atm anyway.
On the topic of Lunarians, we had a race called Tieflings before King's race was named, and it's pretty much the same thing, so our custom race is just getting replaced by the canon one now. So by that logic, Lunarians should be available.
