FYI I did not remove the votes from my own wagon.

Also it doesn't make sense that pepper removed his own vote or that of man in the Box.

I think Man in the Box's vote is just useless as in his vote doesnt get counted and that is why he never voted so far.

What happened to pepper?
I think someone manipulated him somehow and forced him to use it on himself.

The only one able to to such actions and see this going through is Man in the Box.
